British and French regulatory bodies, the Office of rail and road (ORR) and Araf, have taken responsibility for controlling access and setting charges in the Channel Tunnel.
From June 16, the national regulators take over from the Intergovernmental Commission (IGC). IGC will, however, continue to be responsible for security in the cross-channel fixed link.
ORR and Araf will oversee all cross-border passenger and freight services apart from Le Shuttle.
Matters relating to the Channel Tunnel will be considered by a joint committee, consisting of three members from Araf and three members from the ORR.
The move is designed to ensure fair and transparent access for operators and “sustainable” infrastructure charges.
